贵州省出台科技创新券管理办法企业可凭创新券购买科技服务技术成果

多彩贵州网讯 1月6日，记者从省科技厅获悉，我省日前正式发布了《贵州省科技创新券管理办法(试行)》。

省科技厅(知识产权局)以发放科技创新券的方式，对订立技术合同并经过认定登记的科技创新活动给予补助。由企业向高校、科研院所、科技服务机构等单位或其他企业购买科技创新服务和技术成果，合同完成后，由科技创新服务单位持科技创新券到省科技厅(知识产权局)兑现。

科技创新券是一种全新的资助模式，可以实现由企业自主选择科技成果、科研方向、合作对象。通过创新券的使用，使科技经费流向为企业和市场服务的科研机构和科技中介机构，凸显由市场配置科技资源的导向。同时，使用创新券的企业自筹配套资金不能低于创新券资金，由此放大财政科技经费的杠杆作用，引导企业加大科技投入，使之真正成为科技创新的主体。
