Guizhou Governor Shen Yiqin delivered a Government Work Report at the opening ceremony of the second session of the 13th Guizhou Provincial People's Congress, which proposes four major expected goals of economic and social development in Guizhou this year.

It aims to increase the gross regional production by about nine percent, or to exceed 1.6 trillion yuan ($237.30 billion), with primary industry, secondary industry, and tertiary industry growing by 6.8 percent, 9.5 percent and 10 percent respectively.

The growth of above-scale industry is expected to hit nine percent and for fixed-asset investment and the total retail sales of social consumption goods, the growth will be 13 percent and 10 percent respectively.

Poverty-relief was also a focus. In 2019, the province expects to help 1.1 million locals and 18 counties out of poverty, as well as 17 counties get closer to their goal of alleviating poverty. A total of 1.88 million impoverished people will be relocated for better opportunities.

Guizhou attaches great importance to the balance between economic development and environmental protection, and the province aims to increase 20 percent for the share of new economy in gross regional production and 25 percent for the share of the manufacturing industry.

But it will maintain the good rate of air quality in above-county-level areas exceeding 95 in 2019 and raise the forest coverage rate to 58.5 percent. Green economy will account for 42 percent of the gross regional production.

To improve the happiness index of Guizhou residents, the province is targeting an increase of about nine percent for per capita disposable income of urban residents and 10 percent for rural residents. The growth of consumer price index will be controlled around three percent in 2019.
