Guizhou has finalized a five-step method for government works based on practical experience, said Sun Zhigang, secretary of the Guizhou Provincial CPC Committee, during an open press conference in Beijing.
The 2018 National People's Congress (NPC) and Chinese People's Political Consultative Conference (CPPCC) Annual Legislative and Political Advisory Sessions will be in session in Beijing from March 3 to 20. The open press conference for Guizhou NPC deputies, including Sun Zhigang, was held on March 8.
The five-step work method can be summarized as "policy design, work deployment, cadre training, supervision and inspection, and accountability".
"The five steps are closely linked with each other and are all indispensable," said Sun Zhigang.

Guizhou's experience has proved the method to be an effective means of handling work systematically. The province has advised that all work items be implemented using the new method to achieve practical results.
"Policy design should meet development needs, satisfy Party requirements, and live up to popular expectations," Sun added regarding Guizhou's specific action plan in response to the central government's decision.
"Cadre training is the most crucial part," Sun Zhigang noted, "all cadres must be trained in a timely, comprehensive, and appropriate way when a policy or a document is issued."
Last year, Guizhou held 11,000 training sessions in various cities and counties and trained more than 800,000 party members and cadres with positive results.
